Chemonics UK is currently leading the Yemen Support Fund (YSF), a UK government-supported programme that, along with our partners, identifies and invests in opportunities that protect civilians, promotes political de-escalation and dialogue, and strengthens the foundations for longer-term stability in Yemen. YFFM will be a larger programme that will include the second iteration of YSF combined with a technical assistance facility and will continue to work towards a true sustainable resolution and the end to the conflict that, for many years, has blighted the lives of the people of Yemen
About the Role:
The Gender Equality, Disability and Social Inclusion Specialist will use their in-depth contextual understanding, technical and practical expertise, and relationship-building skills to mainstream GEDSI in our delivery of the upcoming FCDO-funded YFFM project. You will lead strategy development and the technical design, implementation and measurement of high-quality programmes that advance gender equality, disability and social inclusion, ensuring grants incorporate GEDSI needs and address key concerns in their life cycle. You will provide leadership to ensure our work is grounded on intersectional gender and power analysis. You will also support designing and implementing a gender-sensitive and informed Fund Mechanism that will grant funding to partners, CSOs/NGOs working in the stabilisation and peacebuilding space.
The role will work closely with workstream leads and partners and lead the design, adaptation, and delivery of gender-transformative content and delivery alignment. This role includes potential technical assistance and support for the Government of Yemen and local stakeholders.
Responsibilities:
- Develop and regularly update (six monthly) the programme’s GEDSI Strategy outlining the programme’s approach to integrating gender equality and social inclusion into all aspects of YFFM’s delivery.
- Develop an accompanying GEDSI plan to support the operationalisation of the GEDSI strategy. This plan should include the policies, resources, tools, templates, and processes required to implement the strategy.
- Conduct six-monthly GEDSI reviews of the programme to ensure the GEDSI strategy is implemented appropriately.
- Review all concept notes and project documents prior to submission for donor approval to evaluate the application of the Gender Equality Marker (GEM) score.
- Review the programme design and RMEL approach, including the tools (theory of change and results framework) and the RMEL plan, to ensure GESI considerations have been incorporated throughout.
- Provide programming recommendations to improve YFFM’s approach to mainstreaming GEDSI in all aspects of the programme. This includes integration in project design and implementation, research, monitoring and evaluation.
- Support the design of GEDSI-related activities for delivery through the fund and potential opportunities with organisations working with underrepresented groups, including women’s rights organisations and other GEDSI-focused NGOs.
- Provide advisory support to YFFM to ensure compliance with key ISF GESI policies.
Experience we are looking for:
- At least 7 years’ experience (including field experience) providing technical leadership for the design and implementation of development programmes in the MENA region focused on Women's peace and security; experience with programmes in Yemen an advantage.
- Strong understanding of gender equality principles and practices and women's peace and security agenda.
- Significant experience in gender equality training, capacity building and mentoring, and a demonstrated ability to make complex concepts compelling and accessible.
- Demonstrated knowledge and skills related to intersectional gender and power analysis and the design, piloting, implementation and evaluation of innovative technical tools and resources to advance gender equality
- Demonstrated strong knowledge and skills related to gender-sensitive and transformative program design, monitoring and evaluation, including designing pathways to sustainable impact at scale.
- Experience in context, capacity, and policy analysis grounded on intersectional gender and power analysis, as well as influence and advocacy at the regional/international level, to hold duty bearers accountable for advancing gender equality.
- Skilled at networking, representation and partnership development to promote learning, strengthen civil society and mobilise resources.
Qualifications
- Master’s degree in Women and Gender Studies or related degree with a focus on gender equality in international development, social work, public health, sociology, anthropology or related area, or equivalent experience
